I'm pretty sure we can post an IC/In-story topic at anytime. As for post length, I'm pretty sure that will vary, as there is no real way to come up with an average post length at this time.

I'll go over everyone's characters one last time, and we will probably start tomorrow. Tell me where you'll all be starting. Post length is ideally more than just a few lines, but don't feel like you have to write more than you need.
