Dualer, you might as well change the poll to "Freeze, Fire, or Shock?" since besides their status effect infliction, they're all the same.

Well IN YOUR FACES
It depends on what you want. Combuster offers the most DPS of these three even in FSC; Voltedge offers some damage and CC while Glacius is majorly for CC. (CC = Crowd Control).
Combuster deals more DPS since Fire doesn't prevent mobs from being knocked around, so they 'ride' the explosions allowing you to hit them with all five, increasing Fire chance. Fire also deals a flat% of the mob max HP in neutral damage if I'm not mistaken, which makes it better for raw damage - in Fire stratas, the damage from the explosions still outdamages Voltedge and Glacius for reasons explained below. Unlike what it might look like, it's decent taking out Oilers - even though they get lit on fire and gain some elemental immunity, they still get pushed back and sometimes even die from the explosions.
Voltedge swaps Fire with Shock, which is pretty nasty in PvP and useful in PvE since it might prevent mobs from attacking, aswell as periodically damaging them (Elemental-based). The 'drawback' is that when you shock a mob it gets knockback protection when the status is inflicted as well as everytime Shock ticks, so mobs might not 'ride' the explosions allowing them to live - you might actually zap yourself too from contact with a recently-shocked mob if too close! Additionally, Quicksilvers will gain instant damage protection when shocked and you might receive retaliation damage from them.
Glacius' has a similar problem as Voltedge, pinning enemies down. If you Freeze an enemy that is too close and your attack doesn't cause hit-stun on it, you might eat some retaliation damage of an attack it was getting ready. Frozen mobs won't 'ride' the explosions either, so you might end up needing another charge to kill them. Also, Ice Jellies can refreeze if hit with a Glacius, gaining back their ranged floor-spike attack.
I'd say that if you're a swordie, you need things to die fast so go with Combuster. If you're bomber or gunner, Voltedge or Glacius for the CC they offer.
Then again I'm bomber and run a Combuster :FFawe:
*Note: You can kill Slag Walkers in FSC in a single Combuster charge if they 'ride' the full chain without any damage boosts.
