PC issue

I've had issues with my PC lately. I know that this isn't some fancy PC-tech forum but I wanted to give it a shot either way.
I cannot turn on my PC at all lately, and I don't know what's the source of the problem. It's most certainly not a problem with the cable, as I have tried at least three. The only way to turn it on is when I unplug the power adapter and then plug it in again, at the very moment when it briefly turns out to drain out the rest of the power from the AC adapter. What's even more bizzare is that if I fail to turn it on that way (which I assume isn't the greatest way) it miraculously boots up by itself after 5 or so minutes. It also sometimes gives me a "BIOS CHECKSUM ERROR" and then restores it with a backup BIOS, from which after it turns off again and refuses to turn on unless I wait 5 minutes.
I was considering buying a new PC before because this one uses an old kind of bus (PCI Express 2.0), but nów I thinks it wants to be replaced.
